New Delhi, 17th November, 2014,The National Human Rights Commission has taken suo motu cognizance of a media report that police is yet to register an FIR in connection with the alleged sexual assault

          of two blind students by their teacher on the last Childrens Day in Delhi. They were studying in class three. The Commission has observed that the contents of the press report, if true, raises serious issue of violation of human rights of the children.  Accordingly, notices have been issued to the Secretary, Department of Social Welfare, Government of NCT of Delhi and Delhi Police Commissioner calling for reports within two weeks. According to the media report, the incident had happened at the Institution for the Blind in Amar Colony, Delhi last year, on the 14^th November. The victim boys were residents of the institutions hostel.  They, with the help of their classmates, wrote to the Vice-Principal about the incident but the Institute appeared to have hushed up the matter.  The police was called but nothing was done except issuing a show cause notice to the teacher who is also visually impaired.  Nine months after the incident, the school authorities finally filed a complaint in the matter as the alleged perpetrator had signed a confession statement and two School Committees had also indicted him.
