According to the media report, the incident had happened at the Institution for the Blind in Amar Colony, Delhi last year, on the 14th November. The victim boys were residents of the institutions hostel.  They, with the help of their classmates, wrote to the Vice-Principal about the incident but the Institute appeared to have hushed up the matter.  The police was called but nothing was done except issuing a show cause notice to the teacher who is also visually impaired.  Nine months after the incident, the school authorities finally filed a complaint in the matter as the alleged perpetrator had signed a confession statement and two School Committees had also indicted him.
